Please find enclosed the Annual Report of the Ripon Police Department for 2001.
I would like to thank all of you for the outstanding cooperation and assistance during the last year. All of the Employees of the Ripon Police Department have done an excellent job of providing quality law enforcement services to the Residents of the City of Ripon this past year. The community itself deserves credit for working successfully with the Department in providing information regarding illegal activity in the City of Ripon.
It has been an exciting year for the Police Department as ground was broken on August 27, 2001 on the long awaited expansion of the Police Department. Excellent progress was made with the help of excellent fall and early winter weather and we have moved into the new facility as of January 16, 2002. The demolition and remodeling of the old section of the Police Department is underway, and we hope to be in the new facility around April 15, 2002. It will be an outstanding facility and one that all of us and the citizens of Ripon can be proud of. We will be hosting an open house for the public in May of 2002.

Total Index Crime increased by almost eight percent from 2000 to 2001, largely due to an increase in Burglary, theft and motor vehicle theft.
The overall 2001 Crime rate for Ripon was 2,722 Index crimes per 100,000 residents. While this crime rate is a bit more than our 2,526 crimes per 100,000 in 2000, it is much less than the estimated 3,600 rate in 2000 for all Wisconsin Police Departments between 5,000 and 10,000 residents.
Graph 1 shows the most common categories of the 195 juvenile arrests reported by the Ripon Police Department during 2001.

Total Juvenile arrests increased by 9 percent, from 179 in 2000 to 195 in 2001.
There were increases in arrests for runaways (6 to 15), vandalism (7 to
14), theft (24 to 35) and disorderly conduct (33 to 38).
Graph 2 shows the most common categories of the 609 adult arrests reported by the Ripon Police Department during 2001.

Total adult arrests increased by 24.8 percent, from 488 in 2000 to 609 in 2001. There were increases in arrests for disorderly conduct (126 to 134), Liquor Law violations (121 to 130), theft (35 to 38), fraud (23 to 71) and miscellaneous arrests (75 to 141). Decreases took place for OMVWI (62 to 49) and simple assault (21 to 19).

The Ripon Police Department’s property recovery rate of 32.2% is lower than the department’s recovery rate in 2000, which was 58.6% and lower than the estimated state wide average recovery rate of 45%.
The $88,632 stolen in 2001 is about 6.6% more than the $82,632 stolen in 2000.
Business targets dominated our 2001 burglaries. Fourteen burglaries had business targets (4 nighttime, 3 daytime and seven time unknown) with a total loss of $20,752. Six burglaries had residential targets (2 nighttime, 4 time unknown) with a total loss of $2,345.
The one hundred and seventy-eight thefts were dominated by thefts from buildings (66 with a $28,602 loss), all other thefts (66 with a $7,774 loss), and from motor vehicles (33 with a $7,038 loss). These three categories made up 92.7% of all reported thefts and accounted for nearly 98% of the property stolen in 2001.
There were no assaults on Ripon Police Officers during 2001.

Traffic Citations issued in 2001 decreased slightly compared to citations issued in 2000. There was a 3.8% reduction in citations issued for traffic offenses in 2001 compared to the year 2000. Twelve fewer speeding citations were issued in 2001 and eight fewer OMVWI citations were issued in 2000.

The
number of Ordinance Citations issued by the City of Ripon Police Department
increased slightly in 2001. 515 Ordinance Citations were issued in 2001,
which is a 2.8% increase over the 502 citations for ordinance violation in 2000.
Other ordinance violations increased by almost 35% to 201 in 2001 compared to
149 issued in 2000. Alcohol citations issued decreased 9.6 % in 2001,
while tobacco citations decreased 38% in 2001. Disorderly conduct citations
issued stayed the same at 110 in 2001.

Ripon Police Department Calls for Service
In 2001 the Calls for Service received by the Ripon Police Department increased 7% over the Calls for Service received in 2000. The largest increase in Calls occurred after 9/11/2001 when additional security patrols were added in response to the terrorist threat that has existed since that day.
Since 1997, calls for service have increased over 75%. This is attributed to better tracking capabilities of assignments completed by Officers using the Fond du Lac County Dispatch Centers Computer Aided Dispatch system.

Crime Prevention Activities – 2001
The Ripon Police Department promotes a very aggressive Crime Prevention program within the City of Ripon. In 2001, the Department again provided a fully funded DARE program with the Ripon Public Schools and St. Patrick’s Elementary School. We graduated our ninth DARE class of all fifth Grade Students in January of 2001. In addition to that we provided DARE to all K-4th Grade Students and a sixth grade program at the Ripon Middle School.
The Ripon Police Department Crime Prevention unit also provides a fully funded Protective Behavior’s Program grades K-5 in the Ripon School System. This program provides children with information on sexual and physical abuse and is required by the State of Wisconsin Department of Public Instruction to be taught in each school district.
Our Crime Prevention Officer, Mark Preissner, also provided the following programs in 2001:
The Department is also very proud of our Shop with an Emergency Personnel program. This past December we had 56 Ripon area children in and provided them with $30 each of donated money to shop for relatives for the Christmas Season.
The Ripon Police Department Canine team administered by Officer Hanke and his partner Krock continues to be a real asset to the Crime Prevention and Police Function in the City. Officer Hanke and Krock made many public appearances and demonstrations and meets people on the street on a daily basis. Krock is obviously the most popular of our “Police Officers”. Krock was also involved in the discovery of a large quantity of LSD and Marijuana that allowed the department to seize the motor vehicle involved in the seizure. The Canine team is also involved in drug searches, vehicle searches and as a deterrent to individuals who might be considering violent responses to the Police. We are very proud of this program.
Unfortunately, Officer Hanke went out of service in November with a broken wrist, which also takes Krock out of Duty. We expect both to return sometime in March of 2002.
